Thomas Hutchinson (1711–1780) was a much better historian than Cotton Mather. As governor of Massachusetts (1771–1774), he was a man of the Enlightenment, with no time for superstition. But his strengths were his weaknesses. Though much of his analysis is sound he oversimplified by ascribing the whole witch-hunt to fraud and conspiracy.

Volume II begins with the history of witchcraft cases in the New England colonies. It suggests there was widespread disapproval of hanging suspected witches until the Remarkable Providences and Memorable Providences, and other works, changed the climate of opinion.
